Description:
- Involves acquisition of goods and services including equipment acquisition, contracting for professional services, design and / or construction services, business contracts, maintenance services, consulting, and personal services.
- Oversees through subordinate managers a large department or multiple smaller units OR manages a highly specialized technical function / team.
- Has significant responsibility to achieve broadly stated goals through subordinate managers.
- Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy.
- Proactively assesses risk to establish systems and procedures to protect organizational assets.
- Determines strategies for a program with organization-wide impact.
- Plans activities related to the procurement function to meet assigned objectives.
- Receives purchasing department assignments in the form of objectives with discretion to determine the process by which to meet goals.
- Exercises judgment within defined policies to determine appropriate action.
- Uses professional concepts and organizational guidelines to resolve more complex procurement issues.
- Directs and delegates to the appropriate specialized procurement team to ensure successful execution of the appropriate procurement instrument to govern transactions/engagements for all health entities.
- Participate in and/or lead procurement activities for health affiliates and joint ventures.
- 5% - Recommends changes to purchasing policies and practices to meet organizational needs and improve cost effectiveness and quality of materials purchased. Collaborates with organizational experts to ensure alignment with applicable regulations related to procurement as well as compliance to federal/state laws and policies.
- 15% - May negotiate major contracts involving large dollar amounts.
- 5% - Conducts presentations of technical information concerning specific procurement activities and initiatives. Such activities include how to gain access to and/or navigate through the applicable procurement tools necessary to place requisitions for goods and services, educate how the procurement instrument used in.
- 5% - Manages staff according to human resource policies and procedures.
- 15% - Frequently interacts with staff members and managers across the organization.
- 15% - Significantly interacts with external vendors and contractors to resolve difficult matters.
- 15% - Ensures adherence to purchasing standards and guidelines.
- 10% - Receives purchasing department / function assignments that require the use of judgment and thought. Allocate resources within the appropriate Procurement department’s highly specialized teams to accomplish the assigned objectives.
- 5% - Manages assigned purchasing budget and/or assists in maintaining the departmental budget.
- 10% - Advises senior management on matters concerning several functional areas, departments and / or customers. Coordinates with business stakeholders on strategies to achieve best possible pricing and terms.
Qualifications:
- CPSM preferred. MBA preferred.
- Minimum 7 years Procurement Management experience.
- Substantial contracting experience/knowledge.
- Strong project management skills.
- Strong negotiation skills.
- Experience working in the public sector strongly preferred.
- Hospital procurement experience strongly preferred.
- Strong leadership and communication skills.
- Thorough knowledge of the purchasing function with broad understanding of purchasing objectives and initiatives.
- Skills associated with directing a purchasing function ensuring adherence to purchasing practices and guidelines.
- Demonstrated strong and effective written and verbal communication skills.
- Management skills required to lead department, including management of staff performance and development, team building and communications, resolution of issues and conflicts, review, and approval of work, and hiring and training employees.
- Demonstrated effective interpersonal skills required in interacting with both internal and external resources.
- Ability to negotiate with vendors and gain cooperation of others.
- Must be able to make sound and accurate judgments in emergency situations. Must treat all vendors with equal justice. Must be tactful when dealing with vendors and user departments.
- Ability to develop and analyze spreadsheets as well as conduct financial analyses preferred.
